A - PLATFORM

 

CHAPTER 1.

 

I. The world situation

In recent years, the world situation is getting more and more favourable for the fight for freedom, democracy and progress.

Remaining communist countries or dictatorial regimes begin to collapse, dissolve, transform themselves, or come to a complete deadlock one after the other.

Political forces formerly antagonistic to one another, are now coming closer together with compromising views.

A great number of political organizations, parties non aligned associations and various religious groups are freer and freer to develop and function in many areas.

The worldwide revolution of technical science and the global explosion of information technology are taking giant steps forward.

Humanity is urgently prepared to step into 21st-century. This is the beginning of a new era of freedom, democracy and global development of mankind.

 

 

II. The situation inside Vietnam

Whereas the entire world is advancing with lightning speed to freedom and democracy, the Vietnamese communist party and Hanoi still maintain a monopolistic and dictatorial regime, stubbornly sticking to Marxism, and unscientific and outdated ideology, and intentionally going against the will of people and the current movement to freedom and democracy, which favours a society based on laws and pluralism.

The Vietnamese communists unscrupulously rob citizens of all rights, dominate and control all branches of government: legislative, executive and judiciary, and into their own hands the internal affairs including education, culture, media…

They continue to arrest, imprison and oppress their opponents, to keep a close watch over those who dare to voice different ideas, to tighten their powerful grip on genuine patriots, those who used to devote their young lives to the revolution, but later stand up against them and join the anti-communist movement to combat corruption and injustice when awakening to the realization that they have been cheated.

They seek to suppress and destroy religions, and strictly prevent all foreign sourest of news from coming in. No freedom of the press, no freedom of information and no freedom of speech are allowed. All political organizations, associations, other parties and religious are prohibited.

Their foreign policy is to trade and ally with remaining dictatorial regimes and forces of evil, while their policy of internal affairs is devoid of human nature. They adopt obscurantism, trying to distort facts, and turn the entire country into a giant prison for easy exploitation, control and domination.

They deliberately sell to foreigners parts of nation land and sea, including natural resources of the country. They actually drive the whole nation to material exhaustion and moral degradation. Their high-ranking officials seek any dirty means they can prossibly think of to brutally exploit hired labour.

 

The gap between the rich and the poor becomes wider and every day. Honest people live a poor life and become evictions of injustice. Influential people abuse their power to become richer and richer. They’re just like a mafia gang, trying to establish an inadequate, truncated, ole-fashìoned system of education, which brings the whole nation to disaster and destroy the traditional values of the Vietnamese culture.

The regime the Vietnamese communists are adopting, is fashioned from an outdated model of government so they govern by the law of the jungle through an inhuman, ancients for survival and progress of the modern civilization. Most people in the country don’t trust them any more as they know too well their wicked scheme and deceitful way of doing things.

Local people in many places have begun to rise against them through various forms of protest or non - cooperation. Young people in the country have lost confidence in the communist leaders.

A number of cadres and members of the communist party including high-ranking officials begin to realize their past mistakes. But they have not been able to create a truly revolution movement, or fine for themselves and their families a right way to go, as their view on the real world a round them, is obstructed and limited due to lack of adequate information, at the same time, they are strictly controlled on every aspect of life. However, many progressive elements continue to raise their voices for freedom and democracy, and life is spreading like wildfire.

The widespread corruption of this dictatorial regime, a national disaster, continues to property, disintegration and total destruction. Hundreds of thousands of people are trying to flee the country by any means. This tragedy continues as long the communist regime still remain in Vietnam.

The situation of real happiness and peace for people can not materialize as long as the country is still under the control of the communists. (Happening in 12 communist countries for almost one century are living proofs)

 

III. Vietnamese communities overseas.

More than two million living abroad are victims for the monopolistic, dictatorial and brutal regime of Hanoi. Most of these patriotic refugees still bear a grudge against the communists who have caused them to live in exile far from home. However, after many years, the situation has turned more and more complicated.

 

Hundreds of associations, organizations, religious sects and political groups, are mushrooming in overseas Vietnamese communities; but:

They have not met the requirements of a revolutionary movement on a large scale, thus reaching deadlock as they have not enough prestige to win trust and support from progressive countries and international organizations.

Co - ordination, unity, alliance are far from easy.

Gridlines, tactics…are not carried out in harmony period ducally as well as on the whole.

Policies and methods have not caught up with the current trend and the wish of people.

The fear of communist terrorism and retaliation is still overwhelming. Their daily lives are influenced, controlled and limited by differences of geographical and living conductions in the countries where they are living.

A number of activists full of vigour and zeal, are turning disappointed due to the passage of time and old age.

Abruptness, arrogance, self-congratulation, extremism, conflict of regional interests still prevail among quite a few opportunists in each organization, which causes a major hindrance to their expansion and slowly decreases their prestige.

Lack of specialties, pro factionalism and political knowledge is rather noticeable

The permanent existence of internal opposition and mutual bickering in various organizations, associations, political groups and religious sects becomes an easy target for their common enemy to exploit, weakens their will fighting and finally makes people lose confidence in them.

The fearful awareness of their own limited knowledge, their lives in exile full of tears and

 

ignominy in strange lands far from Rome and family, and the suffering of the loss of everything, have played a great deal of negative Influence on the Vietnamese Communities Overseas.

Vietnamese refugees in many places such as Asia, Australia, Europe…have faced expulsion.

The number of Vietnamese transgressors in foreign countries is increasing, which damages the prestige and distinctly of the Vietnams nation.

Europe in general and Germany in particular are place of a great majority of young refugees full of vigour and zeal, ready to contribute their energy and effort to the rebuilding of their homeland in the future. The urgent need for freedom, democracy and development of Viet-Nam requires who truly care about the future of Viet Nam, their homeland. Persons of talent, scholars, intellectuals, progressive elements are calls to unite their heads and hearts, and join hands in forming a close-knit force to work more effectively both inside and outside the country.

 

IV. Requirements, strategy.

 

a - Outside the country.

Members should reflect the laws of the country of their residence. They have to learn and study what are good in demon tic and free country, and creatively apply what are beneficial to their current situation in an effort to reasonably and legally protect their own interests and those of their communities.

They should be willing to co –operate, co-ordinate and ally with any individual, organization, association, political and religious groups (inside and outside the country) Which share the same principle and goal.

They must keep developing, protecting and introducing Viet-Nam and her traditional values to other country all over the world.

They must try their best to make use of the mass media in order to disclose the tricks of the communist regime of Vietnam for their violations of human rights and for their crimes against humanity before the world. They must be willing to co-operate with international organization in listing the crimes the Vietnamese’s communists have committed against their compatriots and take them to international court.

b, Inside the country:

Members must make the most of any means they can possibly use: information, economy, culture, travel, education, medicine, family, relatives, friends, colleagues…to inform, remind and educate people, to appeal to their patriotism and encourage the whole nation long-known

for strong will and determination, in an effort to set up a base and reinforce conditions for the recovery of human rights, freedom and democracy.

* They can not stop fighting for freedom and pluralism for Vietnam, regaining human rights and abolishing the monopolistic and dictatorial regime in order to build a truly democratic and free country, and become a rich, powerful and progressive nation.

* Vietnamese people have the right to live a happy and abundant life under a free and democratic regime just like the rest of the world. Our homeland Viet Nam has the right to be respected, to enjoy equality, power, abundance, development and civilization just like any country on this globe.

* With the above-mentioned goal agreements and considerations in mind, w sincere patriotic Vietnamese, together with the sympathizers in other countries iterated in our fight for a better future of Viet Nam, decide to found a party with its name, guidelines, goal, legality and symbol as follows:

 

CHAPTER 2

Name, Guidelines, goal, legality, symbol.

1. name: Democracy and Freedom Party of Viet Nam

2. Guidelines and Goal:

The party is organized and formed on: Freedom, democracy and social equality. (Vietnamese members living outside the country as well as for rein members must observe the laws of the countries of their residence. Those who live inside the country have their own agenda and regulations)

Members in the country or in other Communist Countries must act in secret.

Based on the Declaration of Human Right, the Democracy and Freedom Party of Viet Nam aims to develop to the fullest the potentiality, the mind, the right to democracy and freedom, and the welfare of every citizen in the nation, and considers it as the main goal of its social activities. The Party Continually looks for talented patriots, trying to rally them to its side in order to form a United front against the Communists and replace them when the time is ripe. The party is determined to successfully establish in Viet Nam a lawful political system pressing the need for the right to self-determination, and faro ring freedom, democracy, humanism, progress to make the country strong and the nation wealthy and happy.

d, The Party is willing to ally with other political organizations and parties which win the prestige among most people in the country, including religious groups, associations, patriots, scholars, progressive elements as well individuals who know how to work in mutual respect and on equal terms with others for nation Growth and development, those who don’t look back on the past, who have self-esteem, are conscious of their responsibilities toward the country, and know how to put nation interests above everything else.

e, Party-Members should be resolute in preserving the country’s territorial integrity, a precious heritage bequeathed by our founding fathers, and in exercising the legitimate rights of the nation. They must also develop and introduce the beauties of Vietnams culture and tradition to the world.

f, They must be categorically against the communist regime. In addition, they don’t accept conservatism, opportunism, faction, selfishness and those who hold a view country to the benefits and infants to the nation, support monopolistic and dictatorial regime that goes against the global trend of the modern world or promote fanatic, extremism and inhumanity.

 

3. Legality:

a, Bases of operation in foreign countries are registered under various forms.

b, Party-Committees and cells in each region, country or continent should be register, if necessary, as legal entities to operated together or separately.

c, there is the party’s headquarters.

d, there is an official seal.

e, There are newspapers offices, broadcasting stations and an office for the official spokesperson of the party.

f, In the country or in the other Communist Countries, Party members must act in secret.

c, size and dimension of flag: width is two-thirds of length; the red sun occupies a help-width of the flag

B - REGULATIONS

The decision to issue the regulations governing the Democracy and Freedom Party of Vietnam.

Is based on the documents of founding the party;

After the chapters and articles clearly stated in the platform.

Following the articles in July 1st, 1995 documents already amended and supplemented the first time at caucus in the city of München ( 01-09-1996 ), the second time at the meeting of leaders ( 27- 06-1998 ) in Schweinfurt, and at Caucus 2 ( 22-08-1998 ) in the city of Großzimmern, and at Caucus 3 ( 02-09-2000 ) in the city of Schweinfurt, and at the meeting of supreme leaders ( 01- 06 - 2002 ) in the city of Niederstöttzingen, BRD.

 

CHAPTER 1

 

GENERAL PRINCIPLES

1. Article 1: The regulations with 10 chapters and 60 articles only present the general features.

2. Article 2: More detailed and concrete regulation for the duties and activities of members, committees, branches and offices will be based on the details, guidelines, decisions, resolutions, announcements and codes for individuals or groups to act according to time, location, tactics, lines and policies of the party. However, all the texts, decisions and activities must agree with following principles:

a - They must follow guidelines, goal, policy and duties recorded in the party-platform.

b - They must abide by the directions of the board of leaders and be individually responsible for the duties assigned to them.

c - They must guarantee results, equality of rights, freedom and democracy.

 

CHAPTER 2

 

RECRUITMENT OF MEMBERS.

Article 3: Eligible for membership are all ordinary Vietnamese people and foreigners from 18 years of age, regardless of sex, religion, race and past experience, members of other political groups except members of other parties. They must accept the party-platform, regulations and apply for admission after a period of activities for the party and must be introduced and guarantee ed by at least one official party-member.

Article 4: Application forms must be considered by party-committees or cells. After that, only the chairperson of the central leadership or his representative can sign for approval.

Article 5: The initiation ceremony though simple, is sufficient to guarantee the validity of membership. In special cases, a party groups can conduct on initiation ceremony when the decision of the party is received.

 

 

CHAPTER 3

PERSONNEL AND OPERATION.

Article 6: The supreme leadership comprises: the chairperson of the founding board who first compiles, promulgates the documents of the platform and regulation, and founds the Democracy and Freedom Party of Vietnam. (He has no term).

The chairperson of the central executive board.

A vice-chairperson and a general secretary.

Article 7: The central executive board confuses:

A president ( or chairperson )

A head of the committee of budget and finance;

A head of the committee of foreign affairs,

A head of the committee of security and expansion;

A head of the committee of politics and internal affairs.

A head of the committee of culture, education, social affairs and information;

A head of the committee of infection;

A general secretary, concurrently in charge of personnel.

 

Article 8: Council of recommendation and discipline is established after the decision of the Chairperson of the founding board, and of the Chairperson of the central executive board, or three-fourths of members in the central executive board.

Article 9: The central office is established by and receive assignments from the chairperson on the central executive board.

Article 10: The general secretary, members of the Central executive board, specialists, special envoys and assistants of the chairperson of the central executive board, himself, according to their responsibilities and duties towards to party.

Article 11: The leadership at the level of committee Comprises one secretary, one or two vice-secretaries and one clerk.

Article 12: The leadership at the cell-level comprises one secretary, one or two vice-secretaries.

Article 13: There must be a chief for a group.

Article 14: Regulations for unit-organization: There must be at least two or three cells in a committee; at least four members in a cell, and at least two members in a group.

Article 15: Members in a cell or group meet at least once every three months. In special cases, they can meet more often as required, or they can communicate through other means.

Committee –members meet at least once every six months.

In special cases, they can meet more often as required in article 15.

All party-members including the highest leadership have to pay the membership-fee.

All personnel’ records must be approved by the general secretary.

Article 16:

a - Minutes of meetings at all levels, photos, tapes must be sent to the leadership as soon as possible.

b - Agenda of meetings, conventions, initiation ceremonies, discipline-measures, recommendations, all events related to the activities and organization of personnel must be approved by a convention at the same or higher level. In particularly important cases, the chairperson of the founding board, the chairperson of the central executive board and the general secretary are responsible for urgent decisions.

Article 17: Conventions at all levels are held every two years, except in special cases.

* Party-caucus is held once every three years.

* Special conferences and conventions can be determined by the supreme leadership or by two-thirds of members.

Article 18: Party-members and bases of operation in the country and in other communist-control red countries must keep their activities absolutely secret.

 

 

CHAPTER 4

 

DUTIES, RIGHTS AND INTERESTS OF THE LEADERSHIP

Article 19:

The chairperson of the central executive board is totally responsible for the consequences, effects and results of the over-all ape ration of the party. He has full power to nominate or dismiss anybody in his staff from the general secretary down.

The Vice-Chairperson assists the Chairperson and is held responsible for assigned duties.

The general secretary gives an overview of the situation, writes programs of activities, decides all party-levels, initiates guidelines for action, and draws up training plans for a timely response to all political events related to the party-duty. He can also be delegated to hold a highest position of leadership.

The Vice-General sectary assists the General-Secretary and may receive his delegation of power.

Article 20: The duty of the Committee of Construction, main-tenancy and expansion is:

- to do supplementary research,

- to put forward a model for organization and activities both in and outside the country,

- to map out personnel for each period, to carry out a strategic plan for construction and expansion of forces,

- and to promote cases for recommendation, appointment and dismissal of members from committee level down.

Article 21: The duty of the committee of culture, education, social affairs and information is:

- to publicize materials, views and standpoints of the party by using the most effective and quickest means of communication available.

- to promulgate printing materials, visual arts in order to stimulate patriotism and promote the spirit of self determination.

- to accuse all forms of evil, to condemn reactionary and tourist forces against peace, civilization, progress, development and international friendship, and to abolish faction selfishness, finalism, extremism and inhumanity.

- to increase various quicker means of communication in order to develop unity and maintain beautiful tradition of the nation.

Article 22: The committee of polities and internal affairs’duty is:

- to keep important records and data,

 

- to protect the prestige, standpoint, viewpoint, honour, guidelines, tactics and forces of the party.

 

Article 23: The committee of inspection ‘s duty is:

- to inspect records and to watch over members, cadres, and representatives when they conduct the operation of the party.

- to supervise the execution of resolutions, directions and communiqué’s issued by the dealership.

- to check to income and expenditure, and financial matters on the whole.

- to help the committee of finance balance the budget.

Article 24: The committee of foreign affairs’ duty is:

- to sum up political, economical, military, cultural and social situation of the world.

- to give an overview of other political or sanitations, parties, international leagues and non-aligned nations.

- to study and analyse news concerning economy, defence and foreign affairs.

- to study concerned papers and agreements, to be in charge of foreign affairs in order to trade, co-operate and ally with other countries or refute and oppose them.

- to provide staff with cadres and initial foreign activities in order to respond in time to the situation and meet the needs for development, the requirements for construction, and keep the prestige of the party when dealing with foreign affairs.

Article 25: The committee of finance’s duty is:

- to balance the budget and manage means and assets of the party,

- to keep track of the in come and expenditure, to give a full account of financial situation periodically or annually during meetings and conferences or when required by the central executive board.

- to budget for each tern and year, and promote a plan for increasing the budget.

Article 26: The council of recommendation and discipline is:

 

- to consider achievements and merits of members, units and communities for appropriate recommendation.

- to consider offences and serious mistakes for punishment if announcements, guidelines and resolutions of the party are not executed properly;

- to base punishment on facts, cases, investigation, offences, reports and suggestions of the committee of inspection and polities, and also on the laws of the country or foreign countries where offenders are living.

- to keep records and materials related to the political duties received form sourest of information in or outside the country.

- to keep recommendation and punishment strict and fair

Article 27: The central office of the party is:

- to manage to publicize or keep the documents secret, depending on their seriousness and importance.

- to draft and keep track of official agenda in order to promote activities of central and local offices and ensure the consistency of internal situation with international regulations concerning human rights.

- to pay special attention such matters as: economy, society, geography, military and defence.

Article 28: Specialists, assistants, special enjoys of the central executive board must carry out the duties ossified by the chairperson.

Article 29: General secretaries of committees, cells and groups are in charge of the units assigned to them according to resolutions, decisions and regulations of the party. Anything beyond their power, must be submitted to a higher level or deliberation.

Article 30: The leadership reserves all favourable conditions for the preservation of legitimate and reasonable rights of active caches and gives them an opporlimity to move forward and improve their knowledge so that they may become talented leaders in the future.

 

 

CHAPTER 5

 

DUTIES, RIGHTS AND INTEREST OF MEMBERS.

 

Article 31: members of the VN Democracy and freedom Party must absolutely stick to the platform and abide by the party-regulations.

Article 32: Members must always deploy all capabilities of their minds and heats, self-consciousness and self-respect, and if necessary, they must sacrifice their own lives foe their ideal for the survival of the nation, and for the party, too.

-Members must continue their education to improve knowledge concerning, culture, political duties, social matters, technical science, economy, defence and other concerned matters in order to serve the nation, the country and the party.

Article 33: Members must absolutely keep secret the internal affairs of the party.

Article 34: Members have the right to propose, discuss, exchange their views and open dialogue on all concerned matters with the leadership, and on anything related with the activities, organization and personnel of the party in unity and constructive way.

Article 35: Members have the right to petition, to suggest the solution of contradictions among individuals and units, to recommend reward or punishment. They also have the right to refuse the appointment or assignments or to quit the party. Their petitions or suggestions can be sent to the leadership at the level higher then that of their unit.

-Official members with membership-card, have the right to introduce new members to run for the position of leaden ling and are ensured legitimate rights and interests.

Article 36: Members are allowed to found associations, mass media or to join government offices controlled, influenced or led by the party. They are also free to do business, provide they don’t go august ethics and the beautiful traditions of the nation and violate the legitimate ownership or interest of citizens and nations. Especially, they are not allowed to join other parties or found a political organization in apportion.

 

Article 37: No more in the party are:

- dead members

- members who want to leave the party, have to submit the applications to their direct leadership. They are officially of the party when receiving the decision of the leadership.

 

CHAPTER 6

 

RECOMMENDATION, discipline, disbandment.

 

Article 38: In the current situation, recommendation should be appropriate to the occasion for prentice and effective activities of members in order to promote patriotism, courage and fidelity.

-Members who have devoted themselves, scuffed their own lives or encountered difficulties must be taken care of thoroughly, even their families should not be forgotten.

-Discipline must be carried out strictly, and applied fairly to every member, particularly for the formation of a progressive political party during the period of construction and growth.

-Article 39: The infections committee should establish records of violations with concrete proofs and submit them to concerned authorities for consideration. In an emergency, the case can be directly sent to the chairperson of the council of recommendation and discipline or to the founding board of the party.

Article 40: cases of violation are:

a, When members do not fulfil their duties and responsibilities.

b, When members oppose assignments, decisions and resolutions of their suffusions.

c, When members are absent without excuse during meetings.

d, When members violate regulations or do not pay membership-fee three times.

e, When members give themselves up to the enemy, disclose the international situation of the party, falsity recorded, documents, take advantage of leaders’ trust to damage the prestige and unity of the organization, causing so much trouble to the party.

f, When members abuse power, intentionally act against the principle, goal and duties assigned to them, violate the laws of the country where they are residing, promote faction, localism, corruption or behave haughtily, unduly claiming award.

 

g, When members break their Vons of secretary, causing damage to the assets and forces of the party and endangering their friends’ lives.

Article 41: Members must stop all activities during the period of investigation.

Article 42: Members have the right to high-test level of leadership.

Article 43: When revoking a mandate or removing someone from an important position, the defending committee of politics along with the inspection committee, quickly gather all proofs violation and submit them to a cadre with a special mission to settle urgent maters so that the council of discipline can convene for consideration.

Article 44: Norms of discipline for important positions:

a, For the chairperson and vice-chairperson, 4/5 of delegates in the board of supreme leadership is required to determine the level of violation, and to vote. In an emergency case, the general secretary may replace them.

The violations must be stripped immediately of their rank of leadership.

The last decision must be reported in the nearest coming conference (there are exceptions for violators living aboard.)

b, for members of party committees, 2/3 of delegates in the board of supreme leadership must be present together with the chairperson of the council of recommendation and discipline to view and decide on violation-cases.

Article 45: Members of party-committees who violate regulations must be considered by the council of recommendations and discipline for punishment.

Article 46: Cases of disbandment: a, When the organization is severely suppresses and comes to deadlock; there’s a deficit of the budget an no more personnel to survive.

b, When the policy and tastiest of leadership become outdated, not mutable to the current situation, without enough support and confidence from the constituents or when a legitimate coup d’e’tat takes place.

c, A committee of liquidation is established as a result of the vote in a apical conference with 2/3 of delegate of the central executive board or ¾ of members of delegations. The remaining assets and budget will be publicly transferred to another association of the same goal or denoted to charities.

 

CHAPTER 7

 

 

Article 47: In conferences all member are equal when being nominated, running office and to the leadership or to organizing of the government with the participation, control or command of the party.

Article 48: a, During conferences of the party, regulation concerning running or election must be public, equal, free and democratic. The conference at each level can only elect the leadership of its own.

b, Caucus will elect members of the Central Executive board. After that, the central executive board will elect the chairperson who in turn, will assign duties to each member.

c, There is no tern of office for the chairperson of the founding board, except when he seriously violates the penny regulations.

d, When elected the chairperson of the founding board can assume both his own responsibilities and those of the chairperson of the executive board.

 

e, When two runners get the same numbers of votes, the chairperson of the pending board or a delegate who is over 65, the case nuts be reconsidered be a conference.

Article 49: 2/3 of delegates is required to validate the resolution of any conference.

Article 50: Resolutions, decisions in regular or special conferment are of the same value.

 

CHAPTER 8

Article 51: As the Vietnam democracy and freedom party considers self reliance as its main policy, members must true hard to develop that potentialities and step by step lost for half from businessman and companies for the Achilles and growth of the party Absolutely no corruption under an form.

Article 52: member must pay membership fees (the amount is fixed by regular or special conferences.

Article 53: Members’ responsibilities are:

-To campaign in various ways for the financial contribution in the nation.

-To call on associations, societies, charities, non aligned and other nations, other political organizations are parties, companies and other countries’ office…to sponsor theachivities which generate profits for the budget of the party through contract, agreement and alliance.

Article 55: The platform should be supplemented and regulation be amended regularly to suit the situation in the county and abroad.However, supplements or amendments should be considered carefully and passed by the founding board, or the central exiting board, or the latest conference before they are executed widely.

Article 56: As the platform and regulations of the are the printable and order of a political, they should be unquestionably legal and strictly executed. Therefore, it is required theta a special committee should have enough knowledge of legal matters, human civilization and Vietnamese culture as well as the goal are duties of the party in order to study, amend and supplement the regulation before are jaded by the supreme leading and executed.

Article 57: When the platform and regulation have been supplemented and amended, the general secretary and the central office have the duty to inform all members at earliest time. After that, they will be approved by the chairperson and executed widely.

 

CHAPTER 10

 

Article 58: Leaders as well as members of the party with enough capability and prettify can assume important responsibilities in the party Orin the free, demo rated and legal government.

Article 59: To specialists of all branches, national interests should come first. All members must set a good example, and be in the mutual love and help.

Article 60: All members of the Vietnam Democracy and Freedom party must determine their standpoints, ideas, principles, goals and duties at the same time, they should know that knowledge is power. Therefore, they must continue to study, to take positive sterns to move forward in the fix of the policies and duties to improve their specialties and to raise awareness of their own party-membership. They must respond to any situation which may occur. They must work hart to make the party progressive. They must be resolute in achieving victory and success and in realizing the supreme goal of the party: that is Freedom, Democracy, jurisdiction, progress, power and wealthy for Vietnam.On behalf of the supreme leadership of the party.
